Bhubaneswar (Odisha Tazanews) :- A delegation of CREDAI Odisha, led by Mr. Swadesh Kumar Routray, Vice President, CREDAI National (East) and Chairman, CREDAI Odisha, met Dr. Krushna Chandra Mahapatra, Hon’ble Cabinet Minister, Housing & Urban Development Department, Government of Odisha, today.

The delegation included Sri Anil Kumar Agarwal, President, CREDAI Odisha; Mr. Umesh Khandelwal, Vice President, CREDAI Odisha; Mr. Seikh Mairajul Haque, President, CREDAI Bhubaneswar; Mr. Kalinga Keshari Ratha, Secretary; Sri Manmohan Agarwala, Treasurer; and Managing Committee Members Mr. Debasis Das and Mr. A. Mohan Rao.
During the meeting, CREDAI Odisha discussed various issues concerning the real-estate sector and welcomed the initiatives of the Housing & Urban Development Department towards simplification of procedures, transparency and ease of doing business. The delegation welcomed the Special Order issued by the Government of Odisha on 21 August 2026 under the Odisha Apartment (Ownership and Management) Act, 2023.
The order streamlines apartment transfer registration by treating the endorsement on the first deed of transfer as applicable to all apartments within the same registered project. This eliminates the need for repetitive endorsements on subsequent transfer deeds while retaining the necessary statutory safeguards. The measure is a significant step towards Ease of Doing Business.
It is expected to reduce procedural delays and administrative burden for homebuyers, promoters and registration authorities, while enabling faster and more efficient service delivery in the real-estate sector. CREDAI Odisha and CREDAI Bhubaneswar express their sincere gratitude to the Government of Odisha, particularly the Housing & Urban Development Department, for this progressive decision.
The delegation also conveyed its appreciation to Dr. Krushna Chandra Mahapatra, Hon’ble Minister, and Ms. Usha Padhee, Additional Chief Secretary, Housing & Urban Development Department, for their continued efforts to strengthen the regulatory framework and facilitate the growth of the real-estate sector in Odisha.
